The Himachal Pradesh State Government, along with the Central Government of India, has initiated various development programs aimed at the Gujjar tribes, similar to those for other tribal communities in India. However, the actual benefits of these programs are often delayed, and in many instances, the intended beneficiaries are unable to access them. This situation is primarily attributed to a lack of education and effective development communication within the Gujjar community. Despite some modest improvements in their social conditions, the overall circumstances of the Gujjars have largely remained unchanged. Traditionally, the Gujjars lead a nomadic lifestyle as herders, which limits their access to educational institutions and modern mass media, thus impeding their ability to improve their socioeconomic and political standing. Historically, only a small number of individuals within the community received informal education. Presently, a considerable portion of the Gujjar population continues to inhabit traditional dwellings, which do not conform to contemporary human rights standards for living conditions. Although the Gujjars were designated as a scheduled tribe in 1950, alongside other scheduled tribes in the Chamba District of Himachal Pradesh, the benefits of reservation and other constitutional provisions have not yet been fully realized by them because of illiteracy and not aware about developmental communication on various developmental schemes being run by the governments for their human development. It would be beneficial to explore the underlying causes of their ongoing marginalization. Various factors contributed to Gujjar tribe's predicament including administrative inefficiencies, a lack of awareness and media engagement within the community, their nomadic lifestyle, and the absence of effective non-governmental organizations or political representation. This minority Gujjar tribe of Churah SubDivision of Chamba District in the Western Himalayas in Himachal Pradesh has experienced significant changes over time; however, in the current era of information and communication technologies, modern mass media platforms are beginning to draw the attention of Gujjar tribe towards development communication and education, access to modern mass media for aware on developmental schemes and highlight the importance of education for enhancing their growth and empowerment across all aspects of life, which is essential for human development as time progresses. Nonetheless, challenges remain. It is yet to be determined if their recent move towards modernization will allow them to achieve acknowledgment in mainstream society. Although modernization signifies a beneficial progression, it is essential for the Gujjar tribe to understand the significance of safeguarding their historical and cultural legacy along with their education and development communication. A sample of sixty male and female respondents was selected from different remote rural areas and urban areas in the Churah SubDivision of Chamba District of Himachal Pradesh for this research study. The findings suggested that the age and educational background of respondents significantly affect their mass media usage frequency and development communication awareness, which was categorized as high and medium. The study found that Gujjar tribe of Chamba do not want to change their original abode but at original abode they face difficulties as there is shortage of roads, schools, hospitals, electricity, and water and have no forest rights to graze their cattle and some of their traditional pastures are now part of wildlife sanctuaries in Chamba District. In this context, now Gujjar tribe of Chamba is awakening and tried to draw the attention of the government, administration through mass media channels.

Impact of Traditional & Modern Mass Media on Development Communication among Gujjar Tribe of Chamba District in the Western Himalayas of Himachal Pradesh

We present a model of pattern memory and retrieval with novel, technically useful and biologically realistic properties. Specifically, we enter n variations of k pattern classes (n*k patterns) onto a cortexlike balanced inhibitory-excitatory network with heterogeneous neurons, and let the pattern spread within the recurrent network. We show that we can identify high mutual-information (MI) neurons as major information-bearing elements within each pattern representation. We employ a simple oneshot adaptive (learning) process focusing on high MI neurons and inhibition. Such 'localist plasticity' has high efficiency, because it requires only few adaptations for each pattern. Specifically, we store k=10 patterns of size s=400 in a 1000/1200 neuron network. We stimulate high MI neurons and in this way recall patterns, such that the whole network represents this pattern. We assess the quality of the representation (a) before learning, when entering the pattern into a naive network, (b) after learning, on the adapted network, and (c) after recall by stimulation. The recalled patterns could be easily recognized by a trained classifier. The recalled pattern 'unfolds' over the recurrent network with high similarity to the original input pattern. We discuss the distribution of neuron properties in the network, and find that an initial Gaussian distribution changes into a more heavy-tailed, lognormal distribution during the adaptation process. The remarkable result is that we are able to achieve reliable pattern recall by stimulating only high information neurons. This work provides a biologically-inspired model of cortical memory and may have interesting technical applications.

Capital flight refers to the outflow of financial assets from a country due to various factors, including economic instability, political uncertainty, and perceived corruption. Understanding the determinants of capital flight is crucial for policymakers because it has significant implications for a country's economic stability and growth. This study investigates the impact of the Corruption Perception Index (CPI) and macroeconomic indicators, such as the inflation rate, exchange rate, and gross domestic product (GDP), on capital flights within four South East ASEAN countries or ASEAN-4: Indonesia, Malaysia, Philippines, and Thailand over 2010-2020. The current study hypothesises that countries with higher levels of perceived corruption, higher inflation rates, depreciating exchange rates, and lower GDP growth are more likely to experience higher levels of capital flight. The current study employs a static panel data regression analysis using the Feasible Generalised Least Square (FGLS) model for more robust estimates. The analysis found a negative relationship between CPI scores and capital flight. Higher CPI scores indicate lower corruption, enhanced investor confidence, and reduced uncertainty. Conversely, a higher inflation rate positively influences capital flight, reflecting the erosion of purchasing power and reduced investor confidence. Additionally, the analysis also finds that a depreciating exchange rate may discourage capital flight because it reduces the value of foreign assets held by domestic investors. Finally, higher GDP levels discourage capital flight, indicating a more robust domestic economy and better investment opportunities. Policy implications are derived from the empirical findings, suggesting that addressing corruption is crucial for achieving sustainable economic growth and curtailing capital flight.

Amblyopia is a visual disorder that typically begins in childhood, and if left untreated, the chances of improvement in adulthood decrease significantly. This condition is associated with reduced visual processing ability and contrast sensitivity in one or, in some cases, both eyes, and the existing treatments for adults have limited effectiveness. The aim of this study is to investigate the effects of combined caffeine treatment and standardized video games on improving visual performance in adults with amblyopia. The subject of this study is a 46-year-old woman who developed amblyopia due to childhood strabismus, with previous treatments proving ineffective. Preliminary results indicate that the combined treatment using caffeine and video games leads to a 30% improvement in visual processing and vision strength.

This study explores the integration of Global Citizenship Education (GCED) within biology lessons at the secondary level by leveraging Socio-scientific Issues (SSI). The study's objectives were to: (1) identify Socio-scientific Issue suitable themes and topics for GCED-enriched biology lessons; (2) develop biology lessons that integrate GCED with SSI on biology; (3) determine the teaching strategies utilized in the GCED integration. The study identifies key SSI topics such as environmental conservation, climate change, genetic engineering, public health, and biodiversity, and develops lesson plans that align educational objectives, instructional strategies, and assessment suggests. The study demonstrated that biology lessons can be effectively enriched with GCED by incorporating relevant global socio-scientific issues. A variety of teaching strategies congruent with active and inquiry-based learning were identified as effective for delivering GCED-enriched biology content. These strategies included case studies, problem-posing, collaborative learning projects, and the use of multimedia resources to enhance student global citizenship competency. The study recommends an approach to integrating GCED in biology classroom and suggests action options to promote its integration into instructional practices.
