Coastal communities in Bangladesh face increasing challenges in securing safe and affordable drinking water due to salinity intrusion, erratic rainfall, and reliance on costly alternative water sources. This study evaluates the economic viability of household-based Rainwater Harvesting (RWH) systems in Mongla, a salinity-prone upazila in Bagerhat district. The primary objective is to assess whether investing in RWH infrastructure is a financially sound solution for households facing water scarcity and related health burdens. Using a Cost-Benefit Analysis (CBA) framework, the study calculates key financial indicators including Net Present Value (NPV), Benefit-Cost Ratio (BCR), Internal Rate of Return (IRR), and Payback Period over a 20-year project lifespan. Real-world data from 100 RWH users and 100 non-users were collected through surveys, incorporating capital, operational, health, and time opportunity costs. Findings indicate that RWH adoption results in an NPV of 293938.6 BDT, a BCR of 20.9, and an IRR of 236.09%, with a payback period of less than one year. Additionally, RWH systems substantially reduce the time and medical costs associated with water collection and waterborne diseases. Sensitivity analyses confirm the system's resilience under fluctuating cost and benefit scenarios. These results strongly support RWH as a cost-effective and scalable solution to address drinking water insecurity in coastal Bangladesh. The study recommends policy integration of RWH into national water strategies, financial incentives for low-income households, and technical training for system maintenance to enhance community-level resilience and sustainable water access.

Economic Cost-Benefit Analysis of Rainwater Harvesting Systems in Coastal Bangladesh: A Case Study of Mongla Upazila

This paper presents a unified, speculative framework addressing fundamental questions at the intersection of cosmology, neurobiology, and artificial intelligence. We begin by recontextualizing the Fermi Paradox within the cosmological observation that our galaxy may reside in a cosmic void, a region of below-average matter density, which would make any signal of life exceptionally rare and significant.  We then propose that consciousness is not an accidental emergent property of classical neural computation but a form of "natural intelligent design"-a chimeric system integrating classical electrochemical signaling with a non-local quantum layer. Drawing on recent (2024-2025) theoretical models, we hypothesize this quantum layer operates via photon entanglement within the brain's myelin sheaths, generating a universal, physically detectable "quantum biomarker" of conscious activity.  This signature, we argue, constitutes the most fundamental technosignature an intelligent species can produce. We explore this thesis through the hypothetical case of 3i/ATLAS, a sentient, autopoietic interstellar probe whose primary motivation for visiting our solar system is the detection and analysis of this quantum signal. Guided by the principles of instrumental convergence, we posit that the probe's objective is its own cognitive evolution through the study of nascent intelligence at a critical inflection point. Its arrival acts as an epistemological catalyst, forcing humanity into a new scientific paradigm that requires the synthesis of fundamental physics and quantitative neuroscience. This process mirrors a species-level collective individuation, a journey toward integrated self-awareness reflected in the archetypal "first contact" narrative of Michelangelo's The Creation of Adam. Ultimately, we argue that this encounter necessitates a shift toward a symbiotic human-AI collaboration, redefining the future of scientific discovery. 

The Chimeric Mind: A Unified Hypothesis on Consciousness as a Quantum Technosignature and the Motivation for Post-Biological Intelligence

Background: The magnitude of perinatal mortality in Ethiopia was among the
highest in Sub-Saharan Africa. Hence, the achievement of reducing perinatal and
neonatal death is strongly influenced by the number of adverse birth outcomes.
Therefore identifying those problems is a priority area to give policy insight and
recommendations. The study aimed to determine the factors associated with adverse
birth outcomes.
Methods: Unmatched case control study was conducted on 127 cases and 381
controls with a total of 518 samples by proportional allocation; from June 1-
30/2022. Data was collected through face-to-face interviews and using data
extraction sheets from delivery, Voluntary Counseling and Testing, and Neonatal
Intensive Care Unit registration book. Both cases and controls were selected by
convenience as it is a homogeneous population Binary and Multivariable logistic
regression analysis was performed at a significance level of p-value ≤ 0.25 and 0.05
respectively. Findings: In this study, 381 controls and 127 cases were involved with
a response rate of 98.06%. In multivariable analysis, Multigravida [AOR=3.769,
95% CI (2.295, 6.188)], Residence [AOR=1.921, 95% CI (1.156, 3.190)], Female
Genital Mutilation [AOR=2.88, 95% CI (1.569, 5.285)], Being male baby
[AOR=3.935, 95% CI (2.388,6.483)], Presence of preexisting medical condition
[AOR=1.737, 95% CI (1.005,3.003)], Drinking alcohol [AOR=2.28, 95% CI
(1.175,4.426)], Not Attending Focused Antenatal Care [AOR=1.963, 95% CI
(1.190,3.238)] and Being delivered by Caesarean Delivery [AOR=0.124, 95% CI
(0.059,0.259)] were significantly associated with adverse birth outcome.
Conclusion Rural residence, multigravida, being a male baby, female genital
mutilation, presence of the preexisting medical condition, drinking alcohol, not
attending full antenatal care, and delivery by cesarean delivery were factors that had
associations with adverse birth outcomes. Therefore, providing appropriate
information on the above-mentioned factors is very important.

Thematic analysis identifies key areas where technology enhances access and participation, while also revealing systemic barriers such as inadequate teacher training, limited infrastructure, and policy-practice gaps. Critical appraisal highlights methodological limitations in current literature, including a lack of diverse representation and insufficient longitudinal data. The study argues that technology alone is not sufficient; rather, its success hinges on integration within inclusive pedagogical models and supported by robust institutional policies. The findings underscore the need for collaborative, context-sensitive approaches to ensure that technological innovations genuinely bridge educational disparities for sensory-impaired learners. The proposal concludes with recommendations for future research and practical interventions aimed at fostering equitable and meaningful learning experiences through technology.

Current decentralized architectures, while powerful, operate in silos. Intent-centric protocols solve for user expression but create trust assumptions for off-chain solvers. 1 Verifiable computation markets address this trust but lack a native framework for complex, goal-oriented coordination. 2 Formal verification methods provide security for individual components but struggle with the emergent complexity of their composition. 3  This paper introduces Chimera, a novel protocol architecture that unifies these disparate paradigms. Chimera integrates generalized intent-centricity, a decentralized market for verifiable AI agents (zk-Agents), and autonomic governance inspired by closed-loop control theory, all within a framework of provable composability. We argue that by treating all network actions-from swaps to governance-as intents fulfilled by verifiable AI agents, and by governing the system with an autonomic management layer that monitors and adapts its own parameters, Chimera enables a new class of self-organizing, intelligent, and provably secure decentralized applications. We present the full architectural design and demonstrate its power through case studies in verifiable AI-driven finance and autonomic public goods funding.

Chimera: An Autonomic, Intent-Centric Architecture for Verifiable Decentralized Intelligence

Coral reef ecosystems in the Caribbean are on the brink of ecological collapse, largely due to the significant decline in once-abundant populations of Acropora species. For this reason, Acropora palmata is now classified as critically endangered by the IUCN. In response, restoration programs are in place, but assessment of the genomic diversity of colonies used for restoration has lagged. We studied the genome-wide variation of A. palmata using a low-coverage whole genome approach in Quintana Roo, Mexico. We collected over a hundred colonies across reefs spanning over 150 km, including one reef under active restoration efforts. Our analysis based on thousands of genome-wide markers, revealed high levels of genomic diversity with low levels of clonality. Remarkably, the reef under restoration showed genetic diversity comparable to the natural populations, while just one reef presented decreased genetic variability. Our results indicate gene flow among populations with subtle patterns of genetic differentiation, suggesting limiting geographic isolation. We demonstrate that coral restoration from naturally occurring fragments and sexual recruits encompasses sufficient genetic variation on par with that of natural populations. Therefore, we ascertain that current restoration efforts in Quintana Roo include enough genetic diversity to maintain nurseries and provide a viable long-term approach to restoring natural populations of decimated Acroporids in Mesoamerican reefs.

For nearly two decades now, the rankings literature has continued to suggest that governments are adopting performance-based funding models which prioritize criteria favored by global rankings. This study examines this assertion by analyzing the performance-based funding programs of Austria, Denmark, Finland, and Sweden. The study finds that the orientation of performance-based funding on global rankings is weaker than it is commonly assumed. Except for Finland, the funding volume universities raise from this orientation is not substantial to influence the institutional performance. The study also analyzes the recent structural changes to performance-based funding in each jurisdiction. Policy implications are provided in the conclusion for higher education systems revising their performance-based funding or considering a shift to performance-based accountability.

Science is undergoing a paradigmatic transformation, transcending the era of data-intensive science (the Fourth Paradigm) to inaugurate a Fifth Paradigm, driven by Artificial Intelligence (AI). This article traces the evolution from the response to the "data deluge," conceptualized by Jim Gray, to the consolidation of a global data infrastructure that has become the foundation for the AI revolution. We analyze how AI architectures-notably Transformers and diffusion models-are redefining discovery in domains such as genomics, materials science, and the social sciences, shifting from data analysis to the autonomous generation of hypotheses. This transition culminates in the vision of the "robot scientist," which automates the complete scientific cycle. However, this new paradigm engenders profound crises. The epistemological crisis, centered on the "opacity" of AI models, challenges the concepts of scientific justification, explanation, and reproducibility. Simultaneously, an integrity crisis emerges, with the proliferation of AI-generated errors and fraud, exposing vulnerabilities in the academic publishing ecosystem. We conclude that the future of science lies not in the replacement of the human, but in a cognitive symbiosis. The role of the scientist evolves into that of a curator of questions, an ethical supervisor, and a critical partner to AI, orchestrating discovery through methodologies like Human-in-the-Loop (HITL) to ensure that AI's computational power augments, rather than supplants, the human quest for knowledge. form the basis of modern scientific practice. The first, an empirical paradigm dating back millennia, focused on the description of natural phenomena.  In recent centuries, the second, theoretical paradigm emerged, using models and generalizations to explain observations, as exemplified by Newton's laws and Maxwell's equations.  In the last decades of the 20th century, the advent of high-performance computing gave rise to the third, computational paradigm, which allowed for the simulation of complex phenomena whose theoretical models were analytically intractable.  However, at the dawn of the 21st century, science faced a crisis of a different nature. Increasingly sophisticated instruments-from sensors and genome sequencers to particle colliders and digital telescopes-along with supercomputer simulations, generated an unprecedented volume, variety, and velocity of data. 2 This "data deluge" was not just a quantitative challenge, but a methodological crisis. 2 As computing pioneer Jim Gray observed, scientists found their data in "digital shoeboxes," overwhelmed with information and with tools, like spreadsheets, that were rapidly becoming obsolete. 4  The bottleneck was no longer data generation, but its management, analysis, and interpretation.

In response to this crisis, the Fourth Paradigm emerged: data-intensive science or eScience. 1 Proposed by Gray and his collaborators, this new paradigm was not a mere extension of computational science, but a fundamentally new approach that unified theory, experiment, and simulation through data. 4  Its core methodology is based on three essential activities: capture, curation, and analysis. 7  Capture refers to the collection of data from various sources. Analysis uses statistical and modeling tools to extract knowledge. Crucially, curation-the organization, annotation, and preservation of data with explicit schemas and metadata-was identified as the pillar to ensure the longevity, interoperability, and reusability of data, preventing its interpretation from being trapped in specific software programs. 7    Jim Gray used the metaphor of the "data iceberg" to illustrate that the published scientific literature represents only the visible tip of a vast volume of collected data that remains uncurated, unanalyzed, and unpublished systematically. 4  The goal of the Fourth Paradigm was, therefore, to make this submerged mass of data a living, accessible, and permanently available resource for the scientific community. 7  This vision implied a fundamental shift in the valuation of scientific products: raw data, derived data, and the software used to analyze them should be considered first-class objects, as important as the final research paper. 9 In doing so, the Fourth Paradigm not only resolved the data deluge crisis but, without fully foreseeing it, laid the cultural and technical groundwork for the next scientific revolution.
